Summary

This report examines ways to improve the U.S. Department of Housing and Urban Development’s Office of Native American Programs (ONAP) staffing structures and practices for administering the Indian Housing Block Grant (IHBG) to better serve Tribal grantees. ONAP works with Native communities to administer grants, loans, and assistance to increase affordable, quality housing on Tribal lands. The report uses government and academic literature, as well as interviews with ONAP staff, tribal sovereignty experts, and others. The report recommends that ONAP implement work evaluations and additional career development paths, strengthen operational and organizational clarity, and prioritize hiring Tribal members.
