Municipal citations present the most common interaction between citizens and the legal system. This report, prepared for the Office of the City Attorney of Madison, Wisconsin, analyzes the forfeitures issued for municipal citations by race, sex, and age. Based on administrative municipal court data and interviews with assistant city attorneys, this report identifies areas of improvement and recommends actions for the Office of the City Attorney to improve equitable outcomes.
