The Delegation of the European Union to the United States is the European Union’s (EU) embassy in the US. During the COVID-19 pandemic, the EU implemented fiscal stabilizers to protect employers and employees affected by the pandemic. This report presents findings drawn from extensive literature reviews and comprehensive data analyses evaluating the effectiveness of various short-time work (STW) schemes in 26 EU countries as well as the US. It proposes recommendations for EU policymakers to help decide whether to require a STW scheme as an automatic stabilizer among member states.
