Assessing Alliant Energy’s Low- to Moderate-Income Assistance Programs in Context

Summary

This report investigates how Alliant Energy can increase participation in its programs currently offered to low- and middle-income (LMI) customers. Alliant Energy currently provides assistance through several programs, including the Wisconsin Home Energy Assistance Program (WHEAP), which helps Alliant Energy to identify eligible customers. The report analyzes energy affordability, social assistance program uptake, energy assistance program applications, and various policy options to offer recommendations to improve Alliant Energy Corporation’s affordability programs for LMI residential customers. The report recommends that Alliant Energy work with the Department of Administration to improve the WHEAP application process, improve outreach by supporting community organizations and local governments that provide WHEAP application assistance, and experiment with promotional campaigns to increase awareness of assistance opportunities.
