The increasing frequency and severity of weather-based hazards poses increasingly difficult challenges to community resilience in Wisconsin. The goal of Stronger Wisconsin—a partnership of Office of the Commissioner of Insurance (OCI), Wisconsin Department of Safety and Professional Services (DSPS), and Wisconsin Department of Financial Institutions (DFI)—is to find and highlight opportunities to increase community resiliency through proactive planning. This report investigates Wisconsin’s Uniform Dwelling Code (UDC), the building code that sets standards for one- and two-family dwellings in Wisconsin, and studies model residential building codes for updating the UDC. The report highlights insights for Stronger Wisconsin and Wisconsin’s policymakers as they consider updating the UDC to increase the resilience of Wisconsin communities to weather-based hazards.
