Millennium Challenge Corporation, a U.S. aid agency, provides grants to low-income and lower middle-income countries. This report analyzes the importance of urban areas, subnational policies that promote economic growth and reduce poverty, and the merits of providing grants at the city level. This analysis highlights two databases and evaluates close to 200 city-level indicators. The authors recommend the provision of city-level grants upon further development of indicators at the subnational level.
