Summary

This report presents a comprehensive analysis of current challenges facing the City of Milwaukee in police recruitment and retention and offers actionable recommendations to combat those challenges. Drawing on departmental data, literature, and national trends, this report identifies key factors contributing to officer shortages, such as a lack of understanding of employee satisfaction and dissatisfaction, insufficient salary, and inefficient leadership. To address these concerns, the report outlines strategic, evidence-based solutions such as implementing employee satisfaction surveys, standardizing the exit interview process, increasing salary and benefits, and offering additional leadership training. These recommendations aim to support the Milwaukee Police Department in building a fully staffed police force that is resilient, professional, and connected to the community.
