Evaluation of the Wisconsin Department of Corrections’ Evidence-Based Response to Violations Program

Summary

This report evaluates the Wisconsin Department of Corrections’ (DOC) Evidence-Based Response to Violations (EBRV) program that is designed to align the responses of probation and parole agents with the risk level of a violation using evidence-based practices. This analysis found that the program appears to be moving community corrections in the intended direction, as it is associated with less severe responses to probation or parole violations. It also found that responses to drug-related violations noticeably declined. However, the program faces challenges with higher agent caseloads, mostly due to increasing agent vacancy rates. This report recommends that the DOC conduct comparative analyses with other states such as Minnesota, and that it seeks collaborator feedback from community members, criminal legal professionals, and clients.
