Employer Insights and Policy Innovations for Child Care in Outagamie County

The Greater Fox Valley Child Care Alliance (Alliance) is a coalition of regional nonprofits and philanthropies in the Fox Valley region that support the child care industry and its stakeholders. The child care industry in the Fox Valley is experiencing significant challenges, such as low staff wages and high child care tuition costs. Outagamie County, the Alliance, and the University of Wisconsin–Madison partnered to explore local business perspectives and community funding approaches for child care.

This report focuses on how local businesses experience child care shortages and their responses to solutions proposed by the authors. Interviews with local business leaders and other leaders in the child care industry informed this report’s findings. Based on the findings, this report recommends Outagamie County to determine specific parameters and structure of a potential community fund; foster new and existing employer partnerships that support local and state government actions; and encourage businesses to consider providing defined child care benefits.
