Analysis and Equity Assessment of Dane County Workforce Development Data, Practices, and Policies from 2018-2022

Dane County government embraces workforce diversity and equal employment opportunity to ensure all employees can reach their highest potential. This report, prepared for the Dane County Board of Supervisors, analyzes the current state of equity and diversity in recruitment, hiring, promotion, and retention of Dane County’s government workforce. Based on an analysis of employment data from 2018 to 2022, interviews, and a review of Departmental Equity Plans, this report finds relatively stable trends across racial and ethnic categories. Notable insights from this report include: 1) the percentage of females employed by the county is higher than the county’s female working-age percentage; 2) the number of retirements increased to its highest level in 2022; and 3) disparities exist between white and non-white employees in professional jobs. Finally, this report delivers seven recommendations to improve Departmental Equity Plans and advance equity and access around Dane County workforce development practices and policies.
