Summary

This report evaluates two funding options for the 988 Wisconsin Lifeline, a vital mental health crisis service. With current funding set to expire in FY26 and no state investment yet committed, the analysis compared using general purpose revenue (GPR) versus a telecommunications fee. The study found that GPR funding would deliver the greatest net benefit—estimated at $318 million—by reducing emergency service costs and saving lives, and recommends this approach to ensure continued support for Wisconsinites in crisis.
