Strategies for Reducing In Rem Foreclosures in the City of Milwaukee

This report examines the in rem foreclosure process employed by the City of Milwaukee to collect delinquent property taxes. It identifies factors linked to the recent rise in the number of in rem foreclosures in the city. After a regression analysis identifying variables that affect in rem foreclosure, the report recommends policies designed to limit the number of properties entering the foreclosure process for tax delinquency.
