To ensure the safety of Wisconsin children, the Department of Children and Families sometimes places them in residential care centers if DCF determines children to be unsafe in their homes. Fiscal responsibility and educational oversight of children in these centers are divided among public agencies. This report examines the funding and oversight structure and assesses areas for improvement.
