Community Response Program Evaluation Design

The Wisconsin Children’s Trust Fund Community Response Program is designed to prevent child maltreatment by serving families referred to Child Protective Services whose cases are closed or unsubstantiated. These families remain at higher risk of subsequent re-referral to Child Protective Services. The Community Response Program is being evaluated to determine whether it reduces re-referrals and strengthens parent-child attachment. The authors recommend using a randomized control trial for the evaluation to estimate the impact of the Community Response Program on families.
