Analysis of English Language Achievement among Wisconsin English Language Learners

This report analyzes factors influencing English language learner achievement, measured in terms of time to English proficiency. The authors construct metrics to evaluate factors influencing achievement using Wisconsin longitudinal data. The authors recommend that the Wisconsin Department of Public Instruction: (1) provide reports to districts using subtest analysis of reading, writing, speaking, and listening; (2) provide reports to districts with large English language learner populations using subgroup analysis; (3) measure and report student growth percentiles to districts; and (4) assist school districts in the use of the WIDA dashboard.
