An Improved Measure of Global Poverty

This report discusses the distribution of global poverty and the extent to which global measures adequately represent and capture poverty. In their analysis, the authors proffer two alternative poverty measures which adjust the Millennium Challenge Corporation’s income-based, Gross National Income per capita method. The authors recommend an alternative that incorporates the Global Multidimensional Poverty Index because it provides a more comprehensive description of poverty, expanding the Millennium Challenge Corporation’s flexibility to work in previously ineligible countries and sub-national regions.
